Just click on “Accounts”. There you will be taken to a new page consisting of a column and a content area. Go find the option “Family and other users” on the left and then click on the button “Add another user on this PC” on the right.
Windows 10 will think for a few seconds then it will display a new window on top of the previous one. The system will then ask you to enter the email address of this new person.
It should not be done. No, instead, you'll click on the “The person I want to add doesn't have an email address” link. There, new fields will appear on the screen and the system will ask you to enter the person's first name, but also their name, password and country.
Once again, you should ignore these options and click on the link at the bottom: “Add a user without a Microsoft account”. Then all you have to do is enter the name of the user, a password and a password indication to create a local account that will not go through Microsoft's servers.
I grant you, the option is not easy to find but it at least has the merit of existing.
